The City of Shakopee Board of Adjustment and Appeals and Planning Commission met on October 8, 2026. The Board unanimously approved a six-foot variance to the stormwater-basin setback at 1984 Sparrow Drive, allowing a 14-by-15-foot deck, subject to limits on the deck size and a one-year deadline to apply for a building permit. Conditions include a cross-access maintenance agreement, a DNR permit before removing butternut trees, 67 replacement trees or an allowable cash contribution, and park dedication fees. The developer said it is pursuing state bonding and tax credits and anticipates construction beginning around June 2027, subject to approvals. Residents raised concerns about traffic, pedestrian access, winter trail maintenance, noise, and construction near bedrock; the commission also discussed the project’s conservation easement and trail connections.
