The Jacksonville Water and Sewer Advisory Committee met on October 8, 2026. Staff reviewed the city’s intergovernmental service agreements (IGSAs) with Marine Corps Base Camp Lejeune, which allow the city to provide goods and services and help the base access local contractors. Existing agreements cover services including traffic signals, grounds maintenance, hauling, emergency services, and water and sewer support. Under a materials agreement, the city purchases materials and bills the base at cost plus 10%; staff reported more than $230,000 billed to date. The city also uses contractors for hauling, with established rate schedules, and has budget approval for an additional project manager, who had not yet been hired. Staff described a recent quote to source and deliver 96 large boulders for security improvements at Lejeune Memorial Gardens; no award or spending vote on that work occurred at this meeting.

Staff also reported that Council had awarded a contractor to help identify approximately 6,000 remaining water service-line materials ahead of the November 1, 2027 deadline under lead and copper requirements. The contractor’s name and award amount were not stated. Committee members took no procurement-related votes; the motions approved the agenda and prior meeting minutes. Discussion noted that IGSA revenue is deposited into an account and would require Council action to be reappropriated to department budgets.
