The PVMHS School Building Committee met on October 8, 2026 (the transcript calls it meeting #13, while the title says #14). The committee voted unanimously to recommend Construction Manager at Risk (CMR), under Chapter 149A, as the preferred delivery method for the high school project, and voted to send that recommendation to the City Council through the mayor’s office. No construction contract was awarded. The discussion contrasted CMR with design-bid-build, including CMR’s early contractor involvement in estimating, phasing, site logistics, and safety planning for an occupied campus. The team said the project exceeds the $5 million threshold for CMR and that Inspector General review may take up to 60 days; City Council consideration was expected no earlier than November. The committee also referenced an earlier $8 million project appropriation, but took no new spending action.

The design team presented preliminary existing-condition work, proposed Career Technical Education programs, and space planning. The proposed program could serve about 645 CTE students, subject to further review and potential cost and space tradeoffs; the space model estimated a building of just over 400,000 gross square feet, with reimbursement assumptions still preliminary. The committee also reviewed plans for a public project website. These items were updates rather than procurement approvals or contract awards.
