🏗️ Construction & Infrastructure Physical Infrastructure Grants & Funding

At its October 8, 2026 meeting, the Greenville City Council considered two infrastructure and affordable-housing items. For the city’s 50 and 10 affordable housing initiative, staff reported that the two homes at 703 and 705 West Fifth Street cost approximately $175,000 each to build and were appraised at $28,000 each. Staff recommended establishing the fair market value at $28,000 per home for sale to eligible first-time, low- and moderate-income buyers, with city down-payment assistance of 20%, capped at $40,000. A motion to approve was made and seconded, but the vote is not captured in the transcript. Council members also encouraged staff to pursue donated or discounted building materials to help reduce costs and support future homes.

Council approved a municipal agreement with NCDOT for sidewalk gap-filling along East 10th Street between Oakdown Way and Parkside Drive. NCDOT block-grant funding will cover 80% of project costs, with the city providing a 20% match; construction is expected to use NCDOT’s on-call sidewalk contract. The motion passed 4–0. Separately, council voted 4–0 to continue two agenda items, including a rezoning public hearing, to November 12 at the applicant’s request. No vendor award or bid approval was reported.
