The October 7, 2026, Oceanside City Council meeting included several budget and capital-project matters. The council approved, 5–0, an $8,666,666 partial payment to the U.S. Army Corps of Engineers for the San Luis Rey River flood-control project, using funds from the General Fund’s assigned river-reserve account. Staff described potential future costs, including a possible additional city share of about $11.5 million if project costs rise to the current federal authorization ceiling, and estimated long-term city maintenance could cost roughly $1.5 million to $2 million annually after project turnover. Councilmembers raised concerns about the uncapped 1988 cost-sharing agreement, flood protection, and preparations for El Niño; staff said it would provide a council update at the next meeting and is developing an emergency action plan. No new construction contract or vendor award was presented for the river project.
The council also received a presentation on a proposed overhead gateway monument sign, with no funding or approval requested that night. The project is being considered for the Capital Improvement Program, with a CIP workshop scheduled for November 10 and further public outreach discussed; staff indicated it would most likely require General Fund support. On employee compensation, the council approved revised salary schedules and a police officers’ association memorandum of understanding, while staff recommended an 8.5% certification-pay adjustment for the police chief at an estimated annual cost of about $30,000, to be absorbed within the existing police budget. No competitive solicitations or other vendor-selection actions were identified.
