The Oceanside City Council meeting on October 7, 2026, authorized an $8,666,666 payment to the U.S. Army Corps of Engineers as the City’s share of the San Luis Rey River flood protection project. The motion passed 5–0, with funds to come from the General Fund’s assigned river reserves. Staff described anticipated project and maintenance costs, including $365,000 for the first year of invasive-species removal and a future estimated $1 million endowment; council members also discussed potential cost increases, the City’s 25% share, and seeking a cap on its open-ended cost obligation. Staff estimated that a project cost increase to $276 million could add $11.5 million to the City’s share. The City Manager said council would receive ongoing El Niño and flood-preparedness updates.

The Council also approved a revised salary schedule and a police officers’ association memorandum of understanding. Separately, it approved a compensation-plan change providing the police chief an 8.5% certification incentive, estimated to cost about $30,000 annually and be absorbed within the existing police budget. The Council received a presentation on a proposed overhead gateway sign, but made no funding or construction approval; the project is to be considered at the November 10 capital improvement workshop, with further public input discussed. Public comments addressed Measure S, a proposed sales tax for infrastructure, but the Council took no action on the measure. No competitive bid award or vendor selection was identified.
