The Mendocino Council of Governments meeting on October 5, 2026, held a public hearing and adopted the final Regional Housing Needs Allocation plan after considering edits to clarify the discussion of farmworker housing data and remove a statement about homelessness data availability. The board also discussed sending legislators a letter outlining concerns with the state process, including differences in local market conditions, unreliable data for rural areas, and ambiguous implementation standards. A consultant from NCE presented the pavement management program update for Mendocino County, Fort Bragg, Ukiah, and Willits; no procurement vote or new contract award was presented. The analysis showed that current funding could leave the regional pavement condition near 50 while deferred maintenance grows from about $251 million to $390 million over 10 years. A higher-funding scenario of approximately $20 million annually could raise the regional condition to about 65 and reduce the backlog. Staff said they planned to submit a grant application to update the Ukiah-area U.S. 101 interchange study. The meeting also included an update on residential and commercial energy-efficiency rebate programs, including rebates of up to $5,000–$10,000 for some home improvements; no spending authorization was discussed.
