At the Bismarck Parking Authority’s October 8, 2026 meeting, the board approved a one-year extension of the parking management agreement with Rocky Gordon and Company, now part of Silver Leaf Management, for 2027. It also approved extending Spartan Security Solutions’ patrol contract for one year beginning March 1, 2027, with an hourly rate increase from $26 to $26.50 (about $1,245.50 per week, up from $1,222). The board approved a $2 increase to monthly parking rates, expected to generate about $41,000 in additional annual revenue; hourly rates were not changed. Management reported that capital improvements have averaged about $486,000 annually over the past eight years and that roughly $300,000 is being spent on current camera and elevator upgrades. The camera project was about 90% complete for conduit installation, and work on the Third Street ramp elevator had begun.
The authority discussed advancing plans for a potential approximately 500-space downtown parking ramp on Sanford-owned land. A nonbinding memorandum of understanding was circulating for signatures, and the proposed next step is an RFP for architectural or engineering design services, to be considered by the City Commission; no design contract or construction award was made at this meeting. The project would involve the city, Sanford, and the Bismarck Transit Authority, with financing and final design still to be determined. The board also received updates on a downtown curb-management study involving Bolton and Menk and Walker, and on inspection work by Walker and CW Engineering. No other procurement award was identified.
