🏗️ Construction & Infrastructure 🚨 Public Safety Emergency Response Physical Infrastructure

The Mobile County Commission’s combined conference and regular meeting was held October 8, 2026. With a hurricane approaching, county staff reported on road-crew staging, shelters, evacuation guidance, and facility closures. The commission adopted a resolution declaring a local state of emergency, activating disaster response, and enabling emergency procurement and use of pre-positioned response and recovery contracts. It also approved annual work orders for labor, equipment, and materials for FY 2026–27. On procurement, the commission awarded Rob Middleton Construction a road paving and drainage bid for $2,320,631.40, and approved a $5,977.50 increase to the Southern Land Development contract for Kelly Road drainage work. It authorized rejecting all bids and rebidding the Michael Square Revenue Commission meeting-room renovation because the scope of work had changed. An UPS-upgrade change order was also approved, reducing the contract by $12,000 to $121,945. A FEMA Port Security Grant award was accepted, but its amount is unclear in the transcript.

Other actions included a temporary law-enforcement services agreement between the county, Sheriff’s Office, and City of Prichard; CDBG-related work for the Mount Vernon Boys and Girls Club and a blight-removal project; and several professional-services, sponsorship, and library-funding agreements. The commission renewed RecDesk parks services for $3,252.38 and approved a Howard Technology Solutions software renewal for $22,682.75. It reduced the daily food-truck permit fee at county parks from $50 to $25; commissioners discussed whether park-specific fees should be revisited, but withdrew a proposed further change and requested an administrative recommendation for a future meeting. The commission also approved park-rate updates, including a winter discount for RV stays.
