The City of Santa Rosa Board of Public Utilities meeting on October 15, 2026 included a water-supply update and procurement and financing actions. The board approved an additional $16,100 for the SpryPoint Services, Inc. subscription agreement (F003162), supporting completion of software implementation for the city’s backflow-device tracking program. The program monitors roughly 13,000 devices, and the software was intended to improve recordkeeping and administration. The board also unanimously approved its seven-item consent calendar. The transcript records a motion recommending that City Council authorize 2026A wastewater revenue bonds, but cuts off before the board’s vote is reported.

The proposed bond financing would support the construction phase of the Laguna Treatment Plant electrical infrastructure replacement project and refinance or restructure existing wastewater obligations. Presenters described approximately $35 million for the project within an anticipated roughly $50 million financing, with authorization parameters of up to $55 million in bonds, an interest rate not to exceed about 4.5%, and an underwriting discount capped at 0.5%. Staff said the project is about 90% designed, key equipment has been procured, and bidding preparations are underway; the debt was already reflected in the adopted rate plan, with no additional customer rate impact anticipated from this financing strategy. The meeting also included a water-supply update on regional reservoir storage and operations, and the swearing-in of new board member Melinda Rivera.
