The City of Moreno Valley Planning Commission met on October 8, 2026. Its main substantive item was a conditional use permit (PEN 26-0064) for Off the Charts, operating through OTC Movale, to open a commercial cannabis dispensary in an existing 2,498-square-foot suite at the Butterfield Valley Village Shopping Center, 25125 Senegal Boulevard. Staff recommended approval, finding the proposal consistent with applicable municipal code and eligible for a CEQA Class 1 exemption for existing facilities. Staff noted that the city allows up to 25 retail cannabis dispensaries and that five retail permits remained. The applicant described its operations, security measures, local hiring, and community contributions; a public commenter raised concerns about the applicant’s vendor-payment history, while another urged the city to keep dispensaries concentrated in designated areas.
The commission approved the permit and CEQA exemption, subject to the conditions of approval and approved plans. The vote was 3–0, with one commissioner abstaining; the decision is final unless appealed under the municipal code. No procurement contracts, purchasing decisions, or spending allocations were identified. The commission also approved the consent calendar and the agenda, and voted to excuse an absent commissioner.
