The City of Paramount held a virtual community presentation on October 6, 2026, about Measure P, a proposed parcel tax on commercial and industrial properties that voters will consider on November 3. The City Council unanimously voted on July 28 to place the measure on the ballot. If approved, it is projected to generate about $4 million annually; rates would be phased in over three years at 65%, 80%, and 100% of the proposed rates, with increases capped at 3% annually after the phase-in. Residential property owners and renters would not be taxed. The measure would have no sunset date and would require annual reporting and independent oversight.

The City outlined proposed annual allocations of $2 million for roads and infrastructure, $1.5 million for public safety, and $250,000 each for environmental and essential services and business reinvestment. Infrastructure funding could support repayment of a bond for broader road maintenance; the presentation cited a projected $43 million need for arterial and collector street repairs and more than $28.7 million for 20 miles of high-impact commercial and industrial streets. The City also described a projected FY2026 general-fund gap of $545,000 and a cumulative 10-year deficit of $27.7 million. No contract award or spending motion was taken at this meeting. In response to questions, staff noted prior Safe Routes to School grant applications and said they would investigate potential grant eligibility for Garfield Avenue.
