At an October 9, 2026, Powhatan County Board of Supervisors meeting, staff presented wastewater infrastructure options for the Route 60/DTOY Creek service area. The adopted 2025 water and wastewater master plan identified four public pump stations, but the current CIP schedules one station for FY2033 at an estimated $8.1 million. Staff described the risks of the existing arrangement, in which 22 businesses use private pump stations connected directly to the county force main, and proposed an interim approach: three smaller public pump stations, with estimated total costs discussed at approximately $2.5–$2.6 million. The proposal included about $100,000 for engineering and $25,000 for land acquisition for the first station, followed by construction funding; staff estimated roughly $750,000 per station for construction. Classic Granite had offered a quarter-acre site for one station. Supervisors discussed accelerating the work through the FY2028 CIP, potentially starting all three stations together, with implementation estimated to take about three years. No formal vote or spending approval was recorded; the discussion concluded with general support for the direction and further CIP planning.

Staff also presented a draft standard for new private pump-station connections, including uniform pump requirements and recorded maintenance agreements. Supervisors discussed how the standard could be enforced and whether it should apply to the 22 existing businesses, raising concerns about imposing unanticipated costs. The discussion favored applying requirements to new businesses while avoiding compulsory pump replacements for existing connections, and included consideration of public outreach and further review. Staff noted that the utility ordinance already requires compliance with county utility policies for new connections.
