The City of Killeen City Council meeting on October 8, 2026, considered several procurement and capital-spending items. Council ratified an emergency procurement with TTG Utilities, Inc. for a $515,860 repair of a major water line beneath I-14, citing service protection for roughly 8,000 residents. It approved a change order of approximately $1.74 million with Core Construction for the parks maintenance, fleet maintenance, and police evidence-storage building projects; the original design-build contract was $23,890,278. The Verto Wireless master marketing agreement for potential cell towers on city-owned sites was approved 6–1; it grants Verto exclusive marketing and development authority, with separate council approval required for individual sites and leases, and provides the city a share of tower revenue. Council member Brown voted against it, citing concerns about exclusivity and the lack of a competitive process.

Council tabled the proposed readoption of the economic development policy until November 3 for further review, including discussion of oversight, audits, eligible incentives, and application requirements. Council approved Dr. Marie Peoples’s appointment as city manager and her employment agreement, with one council member opposing the contract terms. In public hearings, council approved a zoning request for a proposed emergency shelter with staff-recommended conditions; other zoning requests received differing outcomes. The meeting also included recognition of the retiring interim city manager. No procurement award was made on the economic development policy item, which was deferred.
