The Richmond Recreation and Parks Commission met on October 7, 2026. Staff reported on park maintenance and improvement work, including replacement fencing and planned privacy screening at Nickel Park, landscaping at Mira Flores, completed solar lighting at Nevin Park, and a planned Arbor Day planting of 34 trees at Lucas Park. Staff also described ongoing operations at newly opened or previewed parks and fields. A set-aside for park improvements includes replacing the restroom at MLK Park, but staff are coordinating that work with a broader park redesign; commissioners raised concern about the timing and whether an interim solution is needed. The commission also discussed a possible application for a new state parks grant and coordination among the city and other organizations on future park projects. No contract awards, RFPs, or purchasing approvals were reported.

Discussion focused on park permits, field access and safety at Shields Reed, signage, and the need for a public-facing facility-use calendar. Staff said the current master fee schedule was used to process Shields Reed permits because revised fees had not been submitted for approval in June. Staff are developing general park signs in-house, with site-specific rules for artificial turf fields to follow, and are considering community ambassadors to help monitor facilities. Commissioners approved the September 2 meeting minutes; no procurement-related vote or spending action was taken. The commission reported $4,138 in its trust account.
