The Kane County Judicial and Public Safety Technology Commission meeting on October 8, 2026, proceeded without a quorum, so approval of minutes and reports of record were deferred and no votes were taken. The commission received an Axon update: discovery volume had increased by nearly 80,000 adult and 8,000 juvenile items since July, adding about 13 terabytes of storage. Axon is testing an online cell-phone extraction viewer, with release hoped for by year-end. Members discussed increasing private defense attorneys’ use of the free portal through outreach and training; no procurement or contract award was considered. FY2026 spending was reported at 81% with about 83% of the year elapsed, and the IT department reported no budget concerns.

IT staff reported that Kane County accepted Tyler Technologies’ invitation to be the first Illinois client to move to Enterprise Justice 2026+, with implementation planning underway for after February 2027. The upgrade remains on premises and is described as a step toward Tyler’s eventual software-as-a-service transition; Tyler has committed to legislative updates through 2031. For FY2027, the budget approved by the County Board omitted Axon-related revenue and expenses that the commission had included in its recommendation; staff expects a budget adjustment at the November board meeting. Members discussed a potential fact-finding committee on future case-management funding, including costs, grants, and revenue sources, but deferred establishing it pending legal review and because there was no quorum.
