The New Haven Board of Alders Finance Committee met on October 8, 2026, to consider procurement ordinance changes, a municipal agreement amendment, fee adjustments, position reclassifications, and parking enforcement software. The committee recommended approval of the purchasing ordinance amendment, but amended it to set the competitive-procurement threshold at $35,000 rather than automatically adopting future state threshold increases. Other changes clarify emergency purchasing when a vendor owes city taxes, annual renewals of existing IT maintenance and support, electronic bonds, city-based business qualifications, and contracting authority for Board of Education professional services. The committee also favorably recommended a $77,240.02 increase to the Carsten and Talberg legal-services agreement to reconcile authorization with services already paid for in FY 2025–26. The fee schedule for the Ralph Walker Ice Rink was approved with off-peak rates of $255 for residents and $295 for nonresidents, while peak rates remain $425 and $475, respectively.
The committee approved two position reclassifications, including a police lead mechanic position with an anticipated $14,000 salary difference covered by vacancy savings, and approved changing a City Plan position to administration and finance manager at a proposed salary below the amount budgeted. It also recommended approval of a multi-year agreement with Passport Labs, Inc. for parking enforcement software and equipment, amended to prohibit using the system for towing or booting without further Board review and to specify a three-year term, an estimated $6 million cost, and up to two one-year renewals at an additional stated yearly cost of $110,000. All listed items received favorable committee recommendations, as amended where applicable.
