At the October 8, 2026 Sullivan County Commission meeting and work session, commissioners approved three rezoning amendments and discussed a zoning text amendment to allow water treatment facilities in residential and commercial districts subject to buffering, screening, and setback requirements. The meeting also covered proposed building and energy-code revisions, including eliminating certain slab-insulation requirements and reroof permits when no structural work is needed; item 9 was placed on the consent calendar, but no final vote is shown. No construction contracts or vendor awards were made. Commissioners debated proposed restrictions on automated license-plate-recognition cameras operated by Kingsport and Bristol, but the county attorney said the commission lacks authority over the cities; no vote on those proposals is recorded.
The finance director presented the current-year budget, which was awaiting final state approval. The county began the fiscal year with about $222 million in debt and budgeted approximately $18.7 million for debt service; a refunding of 2017 school bonds is expected to save about $3 million. The county also redirected roughly $250,000 previously set aside for EMS debt service toward ambulance purchases, citing rising costs. Separately, a resolution to apply for up to $950,000 from the U.S. Department of Justice for a veterans treatment court—with no local match required—was placed on the consent calendar, not finally approved in the transcript. A proposed $50,000 contribution to Petworks was scheduled for discussion the following week.
