The City of Berkeley Police Accountability Board’s regular meeting on October 7, 2026, included a procurement update on the city’s RFP for six areas of public-safety technology. Staff reported that an 11-member evaluation team—eight Police Department representatives, the interim director, and two PAB members—reviewed vendor demonstrations and references and ranked preferred vendors using the RFP criteria, including 30 points for data security, privacy, and compliance, 30 for technical capabilities, and 10 for integration and interoperability. The vendor selections were not publicly named; the department planned to bring the process to the City Council on November 17. The technologies discussed included ALPRs and fixed cameras, drones, and opt-in community video streams. No contract awards or dollar amounts were reported. The Chief also said the city had updated its surveillance-technology ordinance to use calendar-year reporting and was revising acquisition documents to be vendor-neutral ahead of the RFP process.

The Board discussed concerns about the security and independent auditability of ALPR data. A proposal to recommend an independent auditor was not approved. The Board instead approved a request for a written Police Department response to Secure Justice’s audit letter by November 2 and a subcommittee involving Board, Police Department, city manager, and city attorney representatives to discuss audit-process improvements and parameters; the Board also requested city attorney input on relevant legal issues. Public comments raised concerns about surveillance, data security, and trust. No procurement spending, contract numbers, or vendor names were identified.
