The Town of Cutler Bay held a council workshop on October 8, 2026, to review the potential effects of a state-required annual budget-reduction exercise and Amendment 3. The town attorney said the 10% exercise is illustrative for now and is not required to take effect until 2027 under HB 1329; council members were also cautioned not to use town resources to campaign for or against ballot measures. The town manager estimated the exercise’s reduction target at about $1.9 million. Illustrative—not recommended or adopted—reductions included approximately $1.1 million in Parks and Recreation, $307,000 in Public Works, and $357,000 in General Government, leaving an estimated $135,000 gap. No motion or vote was taken to implement cuts.

The manager estimated Amendment 3 could reduce town revenue by about $2.5 million in its first year and $5 million in a subsequent year. He also presented illustrative millage-rate scenarios for generating $500,000 to $2 million in additional revenue; council discussed that reduced revenue could instead mean service cuts, tax or fee changes, or a combination. The workshop noted that the scenarios did not include future operating costs for Legacy Park, including pool staffing. Town Hall construction was mentioned in connection with a planned October 21 presentation on GMP No. 3 and staffing needs, but no contract award or purchasing decision occurred at this meeting.
