South Ogden City Planning Commission meeting, October 8, 2026. The commission discussed updates to the city’s state-based moderate-income housing strategies. Members approved changes to Strategy 2 to include further research into locally relevant affordability benchmarks and possible approaches for encouraging deed-restricted or otherwise more affordable housing; the motion passed by roll-call vote and will go to City Council. Discussion also covered HUD area-median-income calculations, rent levels, vacancy-rate data, and potential incentives or negotiated terms in future development agreements. No procurement activity, spending approval, or contract award was identified.
The commission began reviewing building types and permitted uses for a future update to the City Center form-based code, including building-height transitions near existing homes, ground-floor commercial uses, drive-throughs, public space, and affordability incentives. A dedicated work session was scheduled for October 22, with public hearings anticipated before the city’s moratorium ends February 14, 2027. Staff also reported that the review committee had approved an America First Credit Union site plan: its existing building near Costco is planned for replacement by a smaller building, with the former site becoming Costco parking. This was a private development approval, not a city purchase or contract. The commission approved its September 17 minutes and noted a vacant commissioner seat following a resignation.
