The County of San Mateo Independent Civilian Advisory Commission met on October 7, 2026. The main procurement-related update concerned restoring sobering services: the County purchased the former site in Burlingame on May 5, 2026, issued an RFP in July for an interim-center operator, and reported that a provider had been tentatively selected while contract negotiations continued. Staff hoped to bring the agreement to the Board of Supervisors for action in December, with the interim center expected to open in March 2027. The County also contributed $2.5 million in opioid settlement funds toward a permanent recovery-services facility planned for the site, with 16 sobering beds, 17 detox beds, and 36 residential beds. No contract award or spending motion was voted on at this meeting.

During public comment, a speaker urged the Commission to raise concerns about the contract for scanning incarcerated people’s physical mail, which is reportedly approaching renewal; commissioners requested contract scope, cost, and usage information as a possible future agenda item. The Sheriff’s Office also explained that it had discontinued a proposed vendor-built transparency portal after encountering cost and mobile-accessibility concerns, and is continuing with the County-maintained portal. The Commission discussed its work plans and possible community-based meeting locations, and received presentations on the transparency dashboard and procedures for in-custody deaths. The agenda and September minutes were approved; no other procurement decisions were identified.
