The City of Concord City Council work session on October 8, 2026, included a Parks and Recreation bond update and procurement decisions. Council unanimously authorized the city manager to negotiate and execute a construction contract with JD Goodrum Company for Academy Gibson Park, not to exceed $4,012,858.40 (the transcript states $4,012,858.4). Staff said the overall bond program remained nearly $1.7 million under estimates, with savings from athletic fields expected to cover reallocations among projects. Several park projects were under construction or design; staff is preparing an RFP to select a design firm for the Academy Recreation Center in FY 2027, and will return to council before advancing Hartzell Park to bidding.

Council also unanimously adopted ordinances concerning animal-waste removal in the Center City zoning district and a fats, oils, and grease program, accepted a preliminary application for water service outside city limits, and approved the consent agenda. Transit staff reported that a new service provider began work July 1 and described ongoing staffing and vehicle-maintenance challenges; no contract amount or provider name was given. Public commenters asked the city to explore options for keeping the Carolina Mall cinema operating and to explain a sewer-tap installation fee. No procurement action was identified in response to those comments.
