The October 6, 2026, City of Boulder Planning Board meeting considered two annexation proposals and related Boulder Valley Comprehensive Plan land-use designations and zoning. For 250 Arapahoe Avenue, the board unanimously approved a Neighborhood 1 land-use map change and recommended annexation with RM3 zoning to City Council. A proposed amendment to leave the future inclusionary-housing multiplier between 1.0 and 1.5 for a later decision failed 3–3; the recommendation proceeded with the agreement’s 1.5 multiplier if the site is redeveloped as housing. The applicant said annexation is sought to connect an already-installed fire-suppression system to city water and that no redevelopment is planned.

For 2290 Emerald Road, the board unanimously approved a Neighborhood 1 land-use map change and recommended annexation to City Council, amending the initial zoning recommendation from RR1 to RL2. Annexation conditions include dedication of flood-control and utility easements, a two-times cash-in-lieu affordable-housing contribution for additional dwelling units unless they are deed-restricted, and construction of a fire hydrant at no cost to the city. No contract awards, purchasing decisions, or other procurement activity were identified; discussion focused on land use, housing requirements, and infrastructure conditions. A public commenter also raised concerns about growth and its effects on the city budget and services.
