The APS Board of Education’s Goals and Guardrails meeting on October 6, 2026, reviewed Goal 3 on multilingual students’ English language acquisition. Staff described the goal of reducing the share of third- through twelfth-grade multilingual students classified as off track from 60% in 2024–25 to 45% by 2030–31. Because the Colorado Department of Education was recalibrating the ACCESS assessment and did not provide current on-/off-track figures, the district used an internal estimate; its estimated 2025–26 rate was 53%, below the 58% target, but staff cautioned that this estimate has consistently been lower than the state-reported rate. The presentation also covered ACCESS proficiency levels, redesignation criteria, and differences in off-track rates across grade bands.
Staff outlined strategies to make language development part of instruction throughout the school day, including aligned professional learning, classroom observation and coaching, curriculum-map supports, multilingual learner dashboards, and coordination across instructional teams. Board members asked about accountability for implementation, using student data to guide instruction, curriculum and teaching changes, and staffing and substitute coverage for dedicated English language development. The board indicated that the report addressed its goals and guardrails. No procurement activity, contract awards, spending motions, or purchasing decisions were identified.
