The City of Davis Fiscal Commission met on October 7, 2026. Staff reported that City Council had authorized hiring an implementation consultant to support the city’s Tyler financial system implementation, with kickoff and stakeholder meetings planned in the coming weeks. No consultant name, contract value, or procurement method was provided, and the commission took no procurement award action. Staff also said Public Works is developing a five-year capital improvement program; the discussion cited estimated deferred maintenance of $180 million for facilities and $6 million for sidewalks, as well as an estimated average annual need of $6.8 million for pavement over ten years. Funding options and a revenue subcommittee’s work were discussed, but no funding decision was made.

The commission reviewed the FY2024 ACFR and related audit reports, discussed the city’s projected general fund operating deficit and reserve levels, and examined financial reporting and fund balances. It voted to receive the reports; the agenda and September meeting minutes were also approved. Commissioners supported further analysis of the structural deficit and requested a typical annual audit calendar. Staff noted that a future balanced two-year budget is a goal, while reserve restoration and capital funding remain dependent on future financial results and policy decisions.
