The TRSD Budget Committee met on October 8, 2026, to review special-education trends, contracted services, and the proposed FY2028 personnel budget. Staff reported that personnel represents about 72.73% of the FY2027 budget and presented a proposed personnel budget of approximately $60.65 million. From FY2026 actuals to the FY2028 proposal, personnel expenses rise 14.5%; benefits increase about 7%, with health and dental insurance the largest driver, rising from $13.2 million to $15.2 million. The committee also reviewed contracted special-education staffing costs, including psychologists, speech-language pathologists, and paraeducators. Contracted-services spending increased 481% from FY2023 to FY2026, and staff noted that the number of students served alone does not reliably predict costs. No contract award or purchasing vote was taken; the committee voted to approve the September 24 minutes and appointed a meeting chair.

Staff discussed the implications of House Bill 564, which requires the district to present a separate SAU budget and related public-hearing and warrant processes; the district expects some items to shift out of its operating and personnel budgets, with an estimated reduction of about $109,000 mentioned, subject to clarification. Members asked whether long-vacant special-education positions should be converted to contracted-service funding, and staff explained that the district continues to recruit while contracting to meet service needs. The transportation agreement was described as running through FY2027–28, after which the district will need to go out for a new contract. Facilities, CIP, and transportation were listed for a future committee meeting.
