The City of Escondido Transportation & Community Safety Commission met October 8, 2026. Commissioners unanimously approved proposed traffic-calming measures in the South Tulip neighborhood, including additional all-way stop signs and plaques, refreshed stop bars, and crosswalk and school-zone signage upgrades. A proposal for two-hour parking on Escondido Boulevard between 6th and 8th avenues was tabled 5–0 pending further information from police and parking enforcement; staff will seek clarification on enforcement and the existing municipal code before the commission revisits it.

Staff presented updates on the Traffic Signal Priority List and Local Roadway Safety Program, including work with consultant Michael Baker International and plans to pursue Highway Safety Improvement Program funding. Procurement and infrastructure items included approximately $1.9 million in ADA-ramp and high-visibility-crosswalk work under design, with striping and ramp construction contracts expected to be let; $90,000 for Grand Avenue traffic calming and signal work; and $75,000 for signal-coordination studies. For the Mission/Rock Springs signal, the developer’s contribution is capped at $560,000, while staff estimated the signal could cost $560,000–$700,000 to construct and said the city had budgeted about $300,000 to supplement it. The commission received the signal and safety-plan update for information; no approval vote on that report was noted.
