The City of Sacramento Personnel and Public Employees Committee held a special meeting on September 19, 2023. The Animal Care Services Citizens Advisory Committee reported that an RFP for an animal shelter needs assessment was released on September 8; the assessment is intended to inform whether to renovate or relocate the facility. No award, vendor selection, or project budget was discussed. The advisory committee also described exploring a community animal-care call-center pilot with the SPCA and seeking grant funding for staffing. It highlighted veterinary recruitment challenges and said the city was conducting a salary survey. The committee approved forwarding the animal-care annual report to the City Council for adoption, including the shelter and call-center priorities for further consideration.
The committee also approved forwarding the Sacramento Ethics Commission’s 2022 annual report to the City Council. Its recommendations—including subpoena authority, an administrative hearing officer, independent staffing and budget, and an expanded education and compliance role—were to be considered separately; no related spending or procurement action was approved. Other business included appointments to city commissions and discussion of youth representation on boards and commissions. No contract awards or other purchasing approvals were identified.
