The City of Sacramento Personnel and Public Employees Committee met on April 18, 2023. The committee unanimously approved recommendations to reappoint Xavier Martinez and Amaranda Fadness to the Ethel McLeod Hart Trust Fund Advisory Committee and appoint a third applicant to a vacant seat. It also unanimously forwarded the Ethics Commission’s recommendation to modernize the city’s lobbyist registration and reporting code to the Law and Legislation Committee for consideration; no code change was adopted at this meeting.

The committee approved establishing a Measure U Advisory Committee budget and policy development subcommittee, with direction for the clerk to coordinate with the committee chair on any needed special meetings and report back on implementation and scheduling. Members discussed a proposed evaluation process for council-appointed officers, recruitment and conflict-of-interest considerations for the Sacramento Children’s Fund Planning and Oversight Commission, and a standard annual-report template for boards and commissions. The committee voted to create the Children’s Fund commission. No contracts, vendor selections, purchase approvals, or specific procurement spending were identified.
