The City of Sacramento Personnel and Public Employees Committee held a special meeting on July 25, 2023, to review annual reports and performance expectations for appointed officers. The committee discussed standardizing evaluations around council priorities and the budget cycle, and the chair proposed a compensation framework tied to CPI with a 5% cap, with higher increases considered through closed-session negotiations. Members also suggested aligning some compensation benchmarks with subordinate employee raises. These were discussion items; no vote on the compensation proposals was recorded. The committee advanced the city auditor’s annual report to the City Council for review.
Procurement and financing updates included the city treasurer’s report that the citywide banking contract had been renewed at lower cost and the armored car service contract had also been renewed. The treasurer’s office is preparing an RFQ for a potential public bank and plans a digital bill-payment solution. The office manages about $1.8 billion in outstanding debt and reported recent financings including a $10 million Delta Shores CFD and a $30 million Rail Yards CFD; planned refundings were projected to save about $4 million on Natomas bonds and $6–10 million on water revenue bonds. Other future financing work may include additional CFDs and TOT bonds. The city clerk also plans to research a new agenda-management system and a codification vendor; no vendor selections or awards were made at this meeting.
