The City of Sacramento Personnel and Public Employees Committee met on July 22, 2025, for annual performance reports from three council-appointed officers and other business. Procurement-related updates included the City Attorney’s Office’s work to revise and consolidate city contracting rules, procurement policies, and contract templates to improve implementation while maintaining transparency and fairness. The office reported a fiscal-year budget of approximately $14.7 million, including about $11 million from the General Fund; no budget allocation was voted on. The City Attorney also reported that litigation against Teichert & Sons over noncompliant work on the water meter program resulted in a $13.4 million settlement paid back to the Department of Utilities.

The committee unanimously approved forwarding the authorization to issue RFPs for performance reviews, facilitation, and attorney investigative services for council-appointed officers to the City Council. No vendors were selected and no solicitation amounts were specified. The committee also unanimously forwarded the City Attorney, City Auditor, and Office of Public Safety Accountability annual reports to the Council for review; those reports included operational updates, not contract awards.
