The October 8, 2026 City of Miami Commission meeting included budget, capital-project, and redevelopment matters. The Commission unanimously approved RE8, as amended, providing $5 million for design or construction of the Lulham Trail segment within city limits; staff said repayment was expected over five years from district funds, with the funding source to be confirmed after fiscal-year closeout. Commissioners raised concerns about cumulative district requests, reserve levels, and the need for clearer financial information and guardrails. A first-reading item was deferred to the next meeting pending financial backup, and commissioners discussed strengthening Finance and Audit Committee review of debt and budget proposals. The Commission also approved park-related land-use and zoning changes and deferred a proposal concerning ceremonial recognitions for further work.
In the Southeast Overtown Park West CRA meeting, the board unanimously approved a package that included a grant of up to $25,000 for the Urban Film Festival, a $2.415 million interlocal arrangement for development of a public parking garage, selection of Acre Communities LLC as the top-ranked proposer under RFP 25-10 for affordable housing with a fire station, and authorization to negotiate a development agreement with Mount Zion Development Associates under RFP 21-01. In the Omni CRA meeting, the board approved property acquisitions for future first-time-homebuyer housing at prices not to exceed $500,000 and $400,000 (the latter with total related funding capped at $440,000), a temporary restaurant-operator program, and a sublease to Practice LLC for about 1,365 square feet at up to $6,000 per month through April 2031; the sublease item waived competitive bidding after the statutory notice period. No vendor award was identified for the trail funding itself.
