The Phoenix City Council Public Safety and Justice Subcommittee met on October 7, 2026. Members unanimously approved the meeting minutes, then received an implementation update on the Community Assistance Program (CAP) expansion. The expansion was supported by a previously approved $15 million allocation in FY 2021–22 to create behavioral health units that can respond instead of police when appropriate. Staff reported nine behavioral health units operating citywide around the clock, with 86% of open positions filled, and said recruitment is continuing for crisis intervention specialists and a supervisor. Contract agencies are also recruiting peer support specialists. No new contract award or spending action was presented.

Fire and Parks staff reported on the 2026 heat season, including 1,744 heat-related fire incidents and the use of cold-water immersion treatment for severe heat emergencies. Staff said the treatment bags are single-use and were developed with an existing vendor, but no contract amount or purchasing decision was provided. The update also covered heat-related trail closures, mountain rescues, and rescue technology. A public commenter urged further consideration of enforcement and cost-recovery options for rescues. No related vote or action was taken.
