The Waco City Council’s October 6, 2026 business session opened with a National Night Out proclamation highlighting neighborhood safety and police, fire, and community partnerships. The council approved the consent agenda and unanimously endorsed Council Member Andrea Barfield’s appointment as second vice president of the National League of Cities. It also approved several zoning and land-use measures on second reading, including amendments to the zoning code and rezoning requests; one covered approximately 21.8 acres at 9915 Parker Springs Drive to allow retail sales of agricultural and farm supplies.

The council unanimously approved on second reading the assessment schedule for Public Improvement District No. 1 for FY 2026–27, covering district improvements and/or services; no dollar amount was stated. Public comments included support for a safe-haven baby box, with a local foundation pledging to fund the first box and Island Baptist Church covering $600 annually for maintenance, as well as suggestions for addressing animal-welfare needs through volunteers and community donations. These were public comments, not council procurement actions. No contract awards, bids, vendor selections, or city purchasing decisions were identified.
