The City of Titusville Planning and Zoning Commission met October 7, 2026. No procurement, contract awards, or spending actions were identified. The commission recommended denial of voluntary annexation, a small-scale comprehensive plan amendment, and rezoning for approximately five acres on Diamond Road, proposed for a roughly 14-home subdivision. Members cited flooding and drainage concerns, road and traffic constraints, the lack of a binding concept plan, and doubts that annexation would benefit the city. The commission recommended approval of amendments concerning the Live Local Act, open-space standards, and artificial turf installation. The open-space recommendation included a potential increase in stormwater-pond credit above 50% when enhanced amenities are provided; the artificial-turf recommendation included a permit exemption for areas under 120 square feet. These were planning and land-development actions, not purchasing decisions.
