The City of San Angelo held a strategic planning workshop on October 8, 2026, facilitated by Dylan Morgan Consulting. Council and staff discussed priorities for a forthcoming strategic plan, including fiscal sustainability, roads and water infrastructure, public safety, economic development, and preserving community character. Participants gave indicative support to draft mission and vision statements and expressed a shared commitment to move the plan into departmental work plans; a final plan is expected to return to council for consideration in November or December. The ongoing comprehensive plan, being developed in coordination with the strategic-planning effort, is also expected to inform future priorities.
Procurement-related discussion focused on long-term infrastructure and asset needs—including roads, water systems, parks, fire facilities, and aging airport and police facilities—and the city’s limited capacity to fund them. The city manager cited budget pressures including a roughly $4 million midyear adjustment, rising operating costs, and about $7.6 million in annual property-tax revenue foregone through exemptions; council emphasized that economic growth and commercial development could help support services and capital needs. Department outlooks also identified airport items such as paid parking, ATC tower replacement, runway conversion, and an air-service study. No bids, contract awards, vendor selections, or specific spending approvals were made at the workshop.
