The City of Grand Rapids Planning Commission met October 8, 2026, to review land-use applications and site plans. No procurement activity, contract awards, or spending approvals were identified. The Commission approved a special land use and site plan for a proposed Culver’s drive-through restaurant at 3127 Plainfield Avenue NE, with conditions addressing pedestrian access, landscaping and maintenance of the west-side fence, and removal of a nonconforming rear pole sign. It also recommended approval of a major amendment to the Village at Knapp’s Crossing PRD for a Chipotle pickup-only drive-through, conditioned on landscaping the barrier and area around the relocated trash enclosure. Commissioners discussed how pickup-only lanes differ from conventional drive-throughs and whether zoning definitions could better reflect those operational differences.

The Commission approved Mercantile Bank’s request to demolish the building at 1058 Scribner Avenue and add 51 surface parking spaces to its 1155 Front Avenue site, for 283 total spaces, despite the City Center district’s 88-space maximum; the vote carried with one commissioner opposed. The discussion weighed the bank’s documented parking demand and planned job growth against city goals for density and reduced surface parking. The Commission also approved final site plans for the Boston Square PRD townhome phase at 1150 Adams Street SE, with conditions addressing building-height and façade details, foundation landscaping, and keeping mechanical equipment off patios. No dollar amounts were presented.
