Barnstable Shellfish Committee workshop, October 6, 2026: Staff presented a cost-of-service analysis and preliminary shellfish permit fee proposal for recreational harvesting, commercial harvesting, and aquaculture, seeking public input before recommending a final proposal to the Town Manager. The analysis covered direct costs and excluded indirect municipal costs. Staff reported recreational permit revenue of about $188,000–$189,000 annually (possibly nearer $200,000), commercial permit revenue of about $24,450, and direct recreational program costs exceeding $500,000. The proposal included recreational resident fees of $60–$70, a $10 increase for resident seniors, a further $50 increase for nonresidents, commercial fees that could raise revenue to about $40,000 while leaving an estimated $20,000 annual deficit, and a proposed $500-per-acre aquaculture management and inspection fee. Existing commercial permit rates cited were $550 for a primary permit and $350 for a retired permit.

Participants questioned the cost allocations and the proposed per-species commercial licensing, expressed concern that fee increases—particularly the aquaculture charge—could burden small businesses, and suggested alternatives such as a flat commercial permit, reviewing costs across departments, and fundraising events. Staff clarified that seed purchases are funded separately from the commercial and aquaculture oversight cost calculations; the annual seed budget was about $100,000, with actual spending around $110,000–$120,000. No fee changes or spending actions were voted on at the workshop. The committee planned to consider a revised proposal and vote on its recommendation at a subsequent meeting, with a Town Manager public hearing expected in November and further public comment opportunities. No procurement activity was identified.
