Buncombe County’s Affordable Housing Subcommittee met on October 7, 2026 (the meeting title lists October 6). Members unanimously approved the September 1 minutes, then reviewed disaster-recovery housing programs and funding. Staff reported that the county had applied for more than $40 million through CDBG-DR community-infrastructure and commercial-district programs; statewide CDBG-DR funding exceeds $1.4 billion, with about $1.05 billion directed to housing. The review covered single-family recovery, workforce homeownership, and multifamily programs, including a $191 million multifamily allocation. The workforce homeownership funding opportunity is open to competitive applications through December 13, with eligibility details still being clarified. The county also received $1.7 million through the LIHTC program to support 60 multifamily units. For voluntary hazard-mitigation buyouts, 49 properties have been acquired and a further group of about 214 properties is entering the process; acquisition funding is federal and state (75%/25%), with no local funds reported.

The committee discussed the draft 2027 Qualified Allocation Plan (QAP), including removal of fixed minimum parking requirements and the state’s 12% tax-credit set-aside for Western North Carolina. Staff proposed asking the North Carolina Housing Finance Agency to retain disaster-recovery provisions and ensure at least one award for Buncombe County, while not limiting the county to one award. The subcommittee unanimously authorized its chair to submit comments on the QAP on Buncombe County’s behalf. No contract awards or purchasing approvals were identified.
