The City of Raymore Charter Review Commission met on October 7, 2026, to review charter provisions. Staff demonstrated the CivicClerk public and board portals for viewing meeting materials and taking notes; no software purchase or other procurement action was discussed. The commission approved the prior meeting minutes, with one abstention, and then reviewed charter sections concerning the form of government, council composition and qualifications, compensation, mayor pro tem, administrative authority, vacancies, and city officials. No charter amendments were finalized or voted on during the discussion.
The commission held an extended discussion on council term length and term limits, including election participation data, potential effects on candidate opportunities and continuity, and staff’s note that additional language could be needed if term limits resulted in an unfilled seat. The commission agreed to revisit Section 3.2C, including both terms and term limits, at its next meeting; other reviewed sections generally had no proposed changes. Members also discussed public engagement and meeting notice timing, and agreed to continue monthly meetings through the holidays before assessing whether additional meetings are needed. No procurement-related spending, contract, or purchasing decisions were identified.
