The Lake Oswego City Council meeting was held October 13, 2026. The council heard an Oregon Department of Energy presentation on the state Building Performance Standard, including compliance dates, potential audit costs, and incentives of up to $100,000 for eligible Tier 1 buildings; council members raised concerns about costs to local property owners and requested continued outreach and more concrete cost information. The main procurement decision was approval of a design-build-operate-maintain contract with Jacobs for the wastewater facility project. The council also approved Resolution 26-55 to proceed with sewer-rate adjustment option one, effective July 1, 2027. Staff said the project’s overall expected cost was unchanged despite moving $3 million from the owner-controlled account into the fixed design-build price; third-party inspection is estimated at about $10 million, and the project’s costs are allocated approximately 70% to Lake Oswego and 30% to Portland. Both motions passed 6–0. Staff described a 10-year operations and maintenance term and said they will return to council for approval of the separate inspection contract.
In study sessions, council received a communications and website update: the website RFP had been published, with vendor costs to be clearer after proposals are received; the new site is expected to meet ongoing accessibility requirements ahead of the April 2028 deadline. The council also reviewed a proposed economic development strategy, scheduled for possible adoption in November. Staff said they intend to issue an RFP for a consultant to develop a marketing strategy, estimated at about $100,000, and expect to bring forward a proposed economic development program budget in the next budget process. No vote was taken on those study-session items.
