The Black Hawk County Board of Supervisors held a work session on October 7, 2026, to discuss updating county land-use regulations, policies, and processes to support responsible growth. Planning staff and InterCOG representatives recommended beginning with an update to the county’s 2001 comprehensive land-use plan, followed by any needed zoning and subdivision ordinance changes. The board discussed how the plan could address development locations, agricultural-land preservation, data centers, solar and wind projects, housing, utilities, roads, water, and emergency services. No moratorium or policy change was adopted; speakers noted that the county’s current rules already require review of unlisted uses and restrict major subdivisions without public or quasi-public sewer and water. The board asked for the comprehensive-plan work to appear on the following week’s agenda. InterCOG said it could prepare a scope and proposal, including options for public outreach and a community task force; no contract award or spending authorization was made during the session.
The discussion also covered possible county-city economic-development partnerships, including a hypothetical $30–35 million infrastructure investment for a project that could bring more than 1,000 jobs, with repayment through tax increment financing. This was an illustrative possibility, not an approved expenditure or financing commitment. Supervisors also discussed potential residential development on larger rural lots and the need to consider septic, water, road maintenance, and fire-service impacts. The only motion and vote recorded were to adjourn.
