Hennepin County’s 2027 Public Works and Law, Safety, and Justice budget hearing was held October 8, 2026, according to the meeting metadata (the title references October 7). Public Works presented its infrastructure, transportation, solid-waste, and climate priorities. The proposed budget adds $2.3 million from the solid-waste enterprise fund and 5.4 FTEs for zero-waste efforts, including planning, recycling and reuse market development, and expanded organics programs. The county also reported receiving a $700,000 MPCA food-waste-prevention grant, securing $9.6 million in state outdoor-heritage funding for conservation easements, and being recommended for another $3.9 million. Staff described work on the county’s 2,200 lane miles and 150 bridges; no road or bridge contract awards were presented. Staff expect to publish a draft update to Recycling Ordinance 13 for public comment in early 2027 and bring a final version to the board around midyear; discussions include hauler data and service expectations and expanded city roles. A board action to expand deconstruction efforts is expected soon.
The Law, Safety, and Justice line proposed a $510.7 million 2027 operating budget, up 7.6% from the adjusted 2026 budget, with $446.3 million (about 87.4%) funded by property taxes. The presentation cited a proposed 18-FTE net increase in the Sheriff’s Office to support adult-detention staffing, while Community Corrections and Rehabilitation proposed a 21.6-FTE reduction associated with reorganization and other changes; staff said no juvenile detention center positions were cut. The County Attorney’s Office and Sheriff’s Office proposed budgets of $92.4 million and $183.8 million, respectively, and are scheduled for a separate hearing. A roughly $157,000 transfer of investigative, expert, and interpreter expenses to court functions was described as budget-neutral, not new spending. The board took no spending or procurement vote during this hearing; the county’s previously adopted maximum property-tax levy increase was 8.15%. No contract awards or vendor selections were identified.
