The Lawrence Aviation Advisory Board met on October 7, 2026. The board received an update on airport capital projects and funding: apron and Taxiway C rehabilitation was completed in March 2026, with construction grants totaling about $1.137 million; Taxiway A lighting work was completed in June, with an expected local match of $90,000; and Runway 1/19 repairs and restriping required an estimated $48,000 local match, including about $2,000 from the airport fund. Some grant reimbursements are frozen pending resolution of FAA Part 13 and land-use audit complaints. Planned Taxiway A rehabilitation is targeted for design in 2027 and construction in 2028, with a $150,000 design budget and a state grant covering 90% of design costs. The board also reviewed airport capital-improvement priorities, which staff and engineering consultants will further assess for a future board discussion and the city’s CIP process. A KDOT innovation-grant application for an electric-aircraft charging unit was also being prepared; no award was reported.

The airport manager reported that five-year engineering and planning services RFQs, to be evaluated on qualifications under the Brooks Act, were forthcoming. A draft RFP for converting the acquired former Don Diesel hangar and a request for bids for an airport agricultural lease were also in preparation. The board adopted the T-hangar waiting-list policy and the hangar lease policy. Proposed rates and charges, including a 3.4% CPI increase, remained in draft and were expected to return for discussion before a recommendation to the City Commission; the ground transportation policy was also circulated for public comment, with further discussion planned for December. The board voted to recommend proceeding with a proposed wildlife-related city code change and scheduled a public airport-visioning session for November 13. No contract awards were made at this meeting.
