The October 7, 2026 regular meeting of the San Bernardino Mayor and City Council included several procurement and spending actions. Council unanimously approved the Norman Felheim Central Library improvements project, including an $8,323,998.45 construction agreement with Tovi Schultz and Construction, Inc. (vendor name as transcribed), a $270,000 construction-management and inspection task order with TKE Engineering, and a project contingency of about $644,000. The total project budget is approximately $10.2 million. After discussion of how to cover the funding gap, council unanimously selected the option to use $2,253,825.16 from the Measure S fund balance; the project also draws on approximately $6.4 million in state grant funding and other city funds. Council also approved the Love Your Block proposal, including $80,000 for projects from the cultural development fund and $70,000 in salary savings for staffing, by a 5–1 vote. The city manager separately reported $650,000 in state funding for park restroom work ($600,000) and Pioneer Mount Vernon Bridge repairs ($50,000).

Council discussed a proposed $500,000 general-fund appropriation for Shannon Hills Golf Club to cover past and possible future cash calls under its management contract with Local Golf Management (LGM). The city reported $255,000 in cash calls to date and an annual management fee of $180,000; council members raised concerns about documentation, oversight, course conditions, and the contract. A motion to approve the appropriation was made, with additional direction proposed for staff to discuss ending the relationship with LGM, but the transcript’s roll-call result is garbled. Council also approved, 5–1, an expanded independent financial-process assessment, directing competitive procurement and consideration of review back to fiscal year 2019, including special assessment districts. Separately, it unanimously adopted an ordinance updating EV-charging permit procedures to conform with state law and an ordinance updating water-efficient landscaping standards. The meeting also included unanimous closed-session authorization to file a petition with the State Water Resources Control Board.
