At the Albany County Commissioners regular meeting on August 24, 2026, commissioners approved several procurement and project actions. They approved a $335,000 Wyoming Community Development Authority CDBG agreement for demolition of the former Thunderbird Motel and authorized advertising an RFP for the motel demolition and RACM abatement. They also approved advertising an invitation to bid for rural roads project HR26101, installing flexible delineators, and approved the updated final acceptance of the Pilot Hill Trail Head Improvement Project, directing the clerk to advertise Archon, Inc.’s final payment of $13,436. An RFP for a comprehensive classification and compensation study was approved for advertisement. Other approved agreements included $50,000 for Big Brothers Big Sisters of Wyoming–Laramie mentoring services, $19,200 for Cathedral Home Resource Center family classes, $4,500 for Kalin Marketing Solutions’ prevention-program marketing and website support, and a $336,000 Temporary Assistance for Needy Families grant amendment. Commissioners also approved a group-insurance MOU and a liquor-license transfer.

The board discussed financing the fairgrounds grandstand project using the 2026 specific-purpose excise tax, which authorized $95 million overall. A municipal advisor presented an illustrative option for approximately $3.2 million in general-obligation bonds, estimated at about 3.5% interest, as well as alternatives involving county reserves and reimbursement. Commissioners did not make a financing decision; staff indicated a municipal advisor agreement would be brought to a future meeting, and any project work would need to follow applicable bid requirements. The meeting also included proclamations and routine approvals of payroll and vouchers; no other procurement decisions were identified.
