Thornton City Council planning session, October 6, 2026: Council reviewed future station-area master plans for the proposed rail extensions at York and 144th and North Thornton/Colorado 7. Staff reported a recent $12 million approval to advance rail work into design; no rail contract or funding decision was made at this session. Council feedback favored a lower-scale, walkable neighborhood with distributed parks near York/144th, and a mixed-use, greenway-connected destination in North Thornton, while emphasizing that development plans should remain viable even if rail service is delayed. The plans are expected to continue through spring 2027. Council also discussed possible Thornton development districts and a proposed TDA North-funded placemaking pilot, but gave no final direction on districts or the pilot.

Staff estimated that TDA North may have about $28 million remaining when the urban renewal area expires in 2028 ($26 million in sales tax and $2 million in city property tax). Council asked staff to further analyze options to retain some funds for North Thornton projects or distribute funds, including the resulting shares for other taxing entities and whether returned funds could be directed toward economic-development projects; no allocation decision was made. The cityโ€™s $35,000 youth/nonprofit funding budget was exhausted. Council generally supported not accepting additional requests for the remainder of the year, so the $600 Academy High School request for a CSU Math Day trip was not approved at this meeting; staff was asked to clarify whether previously partially funded requests could seek the remainder in January. No contract awards or vendor selections were identified.
