The City of St. Louis Housing, Urban Development and Zoning Committee met on October 6, 2026, to consider Board Bill 80, which would transfer the lease for the city-owned Homer G. Phillips senior apartments from Eagle Point to CIG Properties. CIG owner Jason Schneider presented plans for nearly $600,000 in initial improvements, including security upgrades, repairs to gates, parking and roofing, replacement of heat-pump systems in about 25 units, and restoration of some amenities. He said initial work could begin after the transfer and that several capital improvements could take six to eight months. CIG said it would use Sandstone Group for day-to-day management. Residents described longstanding maintenance, heating and cooling, safety, and communication problems; several urged stronger financial oversight, reporting, and repair benchmarks. Eagle Point said it had paid the required $50,000 annual lease payment since taking over in 2020, while Alderman Sharon Tyus questioned whether prior lease obligations and financial reporting had been adequately addressed. The Comptroller’s office confirmed receipt of the payments and said CIG would remain responsible for property maintenance.

The committee adopted Amendment 1, directing the city to place revenues from fees or charges associated with the apartments—about $50,000 annually, according to the sponsor—into a dedicated Homer G. Phillips fund for repairs, maintenance, rehabilitation, capital improvements, preservation, or operation, subject to appropriation and applicable law. Board Bill 80, as amended, received a unanimous six-aye do-pass recommendation. The committee did not award a procurement contract; it advanced a lease transfer. Questions about past financial records and stronger oversight remained points of concern during discussion.
