🚨 Public Safety 🏗️ Construction & Infrastructure Grants & Funding Physical Infrastructure

The City of Annapolis Finance Committee met on October 7, 2026. The committee recommended approval of supplemental appropriation SA 427, accepting $20,000 in federal grant funding for the Police Athletic League’s youth mentoring and sports programs. Police staff said the funding would support transportation, team jerseys, and equipment, including needs not covered by another grant this year. Members discussed how to account for grant-dependent programs in future budgets so services are not left exposed if grant funding is unavailable. The committee also discussed R 3226, which would set a $1,000 fine for food-truck rule violations; the Planning and Zoning director said the amount was intended as a deterrent to improve compliance, not to generate revenue.

The committee debated FT 227, a proposed transfer of funds from Public Works street-maintenance salaries and traffic-control maintenance to replace snowplow blades. Members questioned the funding source and budget classification, and staff explained the transfer drew on anticipated vacancy savings after the blades were not included in the fleet budget. The discussion also covered snow-removal funding risks, fleet-repair needs, and improving budget monitoring and monthly financial closes. No vote on FT 227 is recorded before adjournment. Members confirmed that the budget timeline would continue to be established through council action.
